Iran signed onto, then ratified, the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) in February 1970. As a non-nuclear-weapon state, Iran officially agreed to the treaty's terms to not acquire nuclear weapons. Please note that the NPT gives all of its signatories the right to enrich nuclear materials for medical and energy use. Iran remains a member of the NPT.
Upon his election, Iran's Ayatollah Khamenei also decreed in a "fatwa" that nuclear weapons (and ICBM missiles) were against Islamic law (called "najes" or sacrilegious), and had issued a standing edict to never acquire them - which stood until he was assassinated by a US-Israhelli missile to start this new war.
Finally, in the Obama "Iran Nuclear Deal" (voided by trump), Iran had also agreed (with 9 other countries) to full international inspections of its civilian nuclear power and medicine facilities. Minutes before trump tore up the treaty in his first term, inspectors from the International Atomic Energy Agency (IAEA), who were still in Iran, decried trump's rejection of the treaty and insisted that Iran was in full compliance. All the IAEA inspectors then had to leave Iran.
Conversely, Israel has never been a member of the NPT and has never even allowed inspections of its nuclear facilities or arsenal.
